ADKINS, J., dissenting. I respectfully dissent from the majority opinion for the reasons set forth by judge Hollander, writing for the Court of Special Appeals in this case. See Montgomery County v. Willis, 187 Md.App. 514 , 979 A.2d 209 (2009). I would affirm the judgment of the Court of Special Appeals.
