Lerch v. Maryland Port Authority

Prescott, C. J., filed the following concurring opinion. I fully concur in the able opinion of Judge Oppenheimer. Several times therein it refers to the Frostburg case. My only reason for filing this short opinion is to state that I still have the convictions set forth in my dissent filed in that case, but feel, under the doctrine of stare decisis, bound by the opinion of the majority therein.

The same result would be reached herein, if Frostburg had never been decided.
